Primary Job Purpose
This position plays a role in leading Save the Children Canada’s profile and relationships with institutional donors. The Senior Government Relations Manager partners with Director of Policy & Government Relations and the Director of International Programs to identify opportunities, build agency profile, support the development of proposals, and maintain extensive knowledge of institutional donor landscape and opportunities for both business development and policy engagement.

Government Relations & Policy Influence
- Work with team to develop and implement Save the Children’s government relation strategy
- Analyze government priorities to inform policy influence strategies
- Remain abreast of federal and provincial government policy and budget decisions, including analyzing impacts to Save the Children and recommending action plans for organizational response
- Actively monitor and analyze Canadian policy activities in the global arena including UN Sustainable Development Goals, multilateral agencies
- Work with Director of Policy and Government Relations and team to develop and keep updated key message documents and policy briefs to achieve policy objectives
- Develop multi-party policy engagement strategy and represent Save the Children at meetings on policy matters with MPs of all parties
- Coordinate meetings with senior ministerial and departmental staff for CEO and Chief Program and Policy Officer, and Director of Policy and Government Relations
- Represent agency at meetings with key policy staff both at departmental and ministerial levels
- Responsible for compliance with the Canada’s Lobbying Act, the Lobbying Code of Conduct, and CRA regulations governing charities and advocacy

Business Development - Opportunity Generation:
- Through active engagement with internal and external stakeholders, identify and support the securing of new funding opportunities
- Lead mapping of government priorities to inform business development strategies
- Develop strong working relationships with stakeholders across Government
- Analyze and develop potential new business opportunities with innovative financing and public private initiatives, such as the Development Financing Initiative, and through the international development banks (BDC, IADB)
- Provide intelligence to the Manager, Business Development to support regular analysis of market trends for new funding opportunities in alignment with strategic priorities and portfolio targets
- Prepare updates, issue notes, trend analysis for International Program team

Profile for influence for Business Development
- Identify and initiate profile opportunities for Save the Children such as technical roundtables, Save the Children hosted webinars for GAC and sector, etc.
- Lead team to plan and implement profile events in Ottawa
- Coordinate CEO, Chief Policy and Programs Officer and Directors of Programs and Policy agency representation at key government forums and tables with members of Parliament and government officials
- Prepare briefing documents for CEO, Chief Policy and Programs Officer and Director level meetings
- Cultivate relationships with civil society, NGO, and partner organizations

Qualifications and Experience
- Master degree in International Development / Public Administration / Political Science/
- 10+ years’ progressive work experience in International Development sector
- Knowledge of child rights programming and policy in areas of Health, Education, Child Protection, and Livelihoods
- Knowledge of Public Economics an asset
- Extensive knowledge of and contacts within institutional funders including GAC
- Experience planning and implementing high level events both large and small
- Extensive knowledge of gender equality principles and practices

- Exceptional communication and interpersonal skills to develop strong working relationships across cultural and organizational boundaries with internal and external stakeholders, and managing through influence
- A strategic thinker with the ability to translate broad concepts into tactical plans
- Superior English writing and copy editing skills; proficiency in French/Spanish considered an asset
- Ability to work within tight deadlines and time pressures
- Strong project management skills broadly, and particularly in event management
- Ability to travel internationally on occasional basis
